Meeting Minutes

1.  Meeting was opened at 7:00 p.m. in the 1st floor caucus room of Memorial City Hall
In attendance were members: Sam Swan, Jim Hutchinson, Mike Deming, Ellen Clark, Max Champion, Betty Lewis and Peter Gabak and staff member Alicia McKeen.

2. Approval of Minutes:  Jim Hutchinson made a motion to accept the minutes of September 9, 2003, seconded by Max Champion.  All members vote approval.  Motion carried.  

3. Certificate of Appropriateness:      
1.      130 South St. – William Merrit owner (not present) – install 6’ x 160’ privacy fence along south property line.
Further questions concerning this item.  The details asked for at the last meeting not provided. Applicant not available to answer questions.  Jim H. doesn’t want to see the fence extending into the front yard and want verification, in writing, from the neighbor that their fence will be removed and a time frame in which it will happen or, if fence not removed, address issue of care between fences.  Max C. suggests plantings along the fence line for a softer look.  Mike Deming states nothing has been done since the last meeting except a different plot plan supplied.  The following items need to be supplied:
·       photos showing existing fences and placement of new fence
·       distance between proposed fence and existing fence on neighbors property
·       set backs
·       plans for existing iron fence
·       letter from neighbor detailing plans for existing fence
Motion to table until information made available made by Ellen C., seconded by Sam S.  All members vote approval.  Motion carried.

2.      Certificates of Appropriateness issued by staff.  Motion to accept CA’s made by Peter Gabak, seconded by Betty Lewis.  Max C. questions the material of the fence.  It will be ornamental aluminum to match the existing fence. All members vote approval with Jim Hutchinson abstaining.  Motion carried.

4. Other matters.  
 
A.      Mike Deming asks for any comments on the video.  Ellen states there is some misinformation contained in the script and is rewriting the passage.

B.      Ellen states she is writing an article for the Historic Preservation newsletter concerning HRRB, its history, role, etc.  Would like to make a packet available to send to each homeowner in the historic district for educational purposes.  Mike D. states this has been discussed before and nothing ever done.  Ellen welcomes any input for this project.  Wants a history of the HRRB to include in the packet, also what HRRB is about, maps, addresses included in Historic District, Certificate of Appropriateness application and some case histories.  Max thinks this is a good idea  as some people are unaware they are in the District.  The public image need to be changed that being in the District is a positive thing.  Jim would like to see signs along the streets denoting the Historic District.  Ellen asks for someone to write up the case history of 50 South St.

4. Adjournment: Next meeting November 18, 2003 at Memorial City Hall at 7:00 p.m. – 1st floor caucus room. Motion to adjourn made by Jim Hutchinson, seconded by Peter Gabak.  All members vote approval.
